Create access rule
POST
/namespaces/{namespace}/collections/{collection}/access-rulesCreate or replace the rule on one folder or file.
201: a new rule with no files under it. 200: a change of readers
only, which applies on the next request. 202: the rule and an
apply_access_rule job; the files under the target stay hidden until
it succeeds.
